Regulations for National University Student Social Practice and Science Contest on Energy Saving & Emission Reduction

第一章总则

Chapter I General Rules

第一条大学生节能减排社会实践与科技竞赛（以下简称“节能减排竞赛”）是节能减排全民行动的重要组成部分。举办竞赛目的在于，通过竞赛进一步加强节能减排重要意义的宣传，增强大学生节能环保意识、科技创新意识和团队协作精神，扩大大学生科学视野，提高大学生创新设计能力、工程实践能力和社会调查能力。

Article 1 The National University Student Social Practice and Science Contest on Energy Saving & Emission Reduction (hereinafter referred to as the “Contest on Energy Saving & Emission Reduction”) is an important part of the national action for energy saving & emission reduction. Its purpose is to further strengthen the promotion of the significance of energy saving & emission reduction, enhance the energy saving and environmental protection awareness, the scientific and technological innovation awareness and the teamwork spirit of university students, expand the scientific vision of university students, and improve the innovative design ability, the engineering practice ability and the social investigation ability of university students.

第二条节能减排竞赛由教育部高等教育司主办，委托教育部高等学校能源动力学科教学指导委员会组织，部分高校承办，赞助企业协办。

Article 2 The Contest on Energy Saving & Emission Reduction is sponsored by the Department of Higher Education of the Ministry of Education. The Teaching Guiding Committee of the Energy Dynamics Subject of Ministry of Education is entrusted to organize, some universities are entrusted to undertake and sponsoring enterprises are entrusted to assist.

第三条节能减排竞赛每年举办一次，原则上申报时间为1月份，竞赛时间为8月份。

Article 3 The Contest on Energy Saving & Emission Reduction is shall be held once a year. In principle, the declaration time is January and the contest time is August.

第二章组织机构及其职责

Chapter II Organization and its duties

第四条节能减排竞赛设竞赛委员会，竞赛委员会下设专家委员会和组织委员会。

Article 4 There is a Contest Committee for Energy Saving & Emission Reduction which has the Committee of Experts and the Organization Committee

第五条竞赛委员会由教育部高等教育司聘请教育部高等学校能源动力学科教学指导委员会委员、部分高校有关负责人与专家教授组成。设主任委员一名，副主任委员若干名、秘书长一名、委员若干名，聘期三年。秘书处设在浙江大学。根据工作需要，竞赛委员会可聘请顾问若干名。

Article 5 The Contest Committee is composed of the members of Teaching Guiding Committee of the Energy Dynamics Subject of Ministry of Education, the responsible person of some universities and the professors employed by Department of Higher Education of the Ministry of Education. There is one chairman, several deputy directors, one secretary-general and several members, and the employment period three years. The secretariat is located at Zhejiang University. According to the job demands, the Contest Committee may hire several consultants.

第六条竞赛委员会工作职责：

Article 6 Job responsibilities of the Contest Committee:

1、制订、审议、修改竞赛章程和评审规则；

1. Formulate, review and revise the contest regulations and review rules;

2、聘任专家委员会成员；

2. Appoint the members of the Expert Committee;

3、确定获奖比例；

3. Determine the award proportion;

4、讨论和确定竞赛的承办单位；

4. Discuss and determine the undertaker of the contest;

5、负责涉及竞赛活动的其他重大问题。

5. Responsible for other major issues involving the contest activities.

第七条专家委员会成员由竞赛委员会聘请。设顾问若干名，主任委员一名，副主任委员若干名，委员若干名，秘书长一名。

Article 7 Members of the Expert Committee is employed by the Contest Committee. The Expert Committee is composed of a number of consultants, one chairman, several deputy directors, several members, and one secretary-general.

第八条专家委员会工作职责：

Article 8 Job responsibilities of the Expert Committee:

1、根据评审规则制定本次竞赛的评审实施细则；

1. Formulate the review implementation rules for this contest according to the review rules;

2、对参赛作品进行评审，并确定获奖作品等级；

2. Review the works and determine the level of the award-winning works;

3、负责处理竞赛过程中的有关专业技术问题。

3. Responsible for handling relevant professional and technical issues during the contest.

第九条组织委员会由承办单位有关人员组成。设主任委员一名，副主任委员若干名，委员若干名，并根据工作需要下设若干工作组。具体组织形式由承办单位自定。

Article 9 The Organization Committee is composed of the relevant personnel of the undertaker. There are one chairman, several deputy directors and several members, and several working groups are established according to the needs of the work. The specific organization form is determined by the undertaker.

第十条组织委员会工作职责：

Article 10 Job responsibilities of the Organization Committee:

1、根据竞赛委员会的决定，实施竞赛的组织筹备工作；

1. According to the decision of the Contest Committee, the organization and preparatory work of contest is carried out;

2、负责具体组织实施竞赛的全过程；

2. Responsible for the specific organization of the overall process of the contest;

3、负责竞赛所需的经费。经费的筹集、管理和使用必须符合国家相关的法律、法规及学校的相关财务制度。

3. Responsible for the funds required by the contest. The raising, management and use of funds must comply with relevant national laws and regulations and the relevant financial systems of the school.

第三章参赛资格和作品申报

Chapter III Qualifications and Declaration of Works

第十一条参赛学校为普通高等院校。参赛队员应为在竞赛报名起始日前正式注册的全日制非成人教育的高等院校在校中国籍专科生、本科生、研究生（不含在职研究生）。

Article 11 The participating schools are regular higher educational institutions. The participants shall be the internal junior college students, undergraduates and graduate students (excluding in-service graduate students) with the Chinese nationality in the full-time non-adult education universities who officially register before the start date of the contest.

第十二条申报参赛的作品以小组申报，每个小组不超过七人。

Article 12 The works declared for participation shall be declared by the group, and there shall be less than or equal to seven person in each group.

第四章作品展示、出版和学术交流

Chapter IV Works Show, Publication and Academic Exchange

第十三条参赛作品在现场展览或演示，供专家委员会评审和其它人员观摩。

Article 13 The works shall be displayed or presented on the spot for review of the Expert Committee and viewing of other personnel.

第十四条组织委员会在竞赛期间，可以组织多种形式的学术交流活动，如：报告会、论坛、讲座、专家点评等，加强对节能减排活动的宣传。

Article 14 During the contest, the Organization Committee may organize various forms of academic exchange activities, such as: seminars, forums, lectures and expert comments to strengthen the promotion of Energy Saving & Emission Reduction activities.

第十五条竞赛委员会拥有参赛作品实物模型、结集出版竞赛获奖作品介绍及评委评语的使用权。参赛作品可由作者自行取回，不取回者不退还。

Article 15 The Organization Committee has the physical model of the works and the right to use the introduction and the judges’ comments of the award-winning works. Works can be retrieved by the author, otherwise, they will not be returned.

第五章奖励

Chapter V Awards

第十六条节能减排竞赛设立等级奖、单项奖和优秀组织奖三类奖项。

Article 16 There awards, including the level award, the single award and the excellent organization award are set up for Energy Saving & Emission Reduction.

第十七条等级奖设特等奖（可空缺）、一等奖、二等奖、三等奖和优秀奖。获奖比例由竞赛委员会根据参赛规模的实际情况确定。

Article 17 The level awards including the special awards (vacancy is permitted), the first award, the second award, the third award and the excellence award. The winning percentage is determined by the Contest Committee based on the actual situation of the scale of contest participating.

第十八条单项奖由专家委员会提出设立，报竞赛委员会批准。

Article 18 The individual award shall be set up by the Expert Committee and reported to the Contest Committee for approval.

第十九条优秀组织奖，由竞赛委员会对竞赛组织中表现突出的单位进行表彰。

Article 19 The Outstanding Organization Award shall be commended by the Contest Committee for commending the units in the contest organizations with the outstanding performance.

第二十条对参赛获奖的学生和单位，给予不同形式奖励。

Article 20 Different forms of rewards shall be given to the students and units that have won the contest.

第六章附则

Chapter VI Supplementary Articles

第二十一条通过预审的作品，设置十五天公示期。若收到投诉或异议，由竞赛委员会秘书处组织调查，并上报竞赛委员会讨论。经调查确认有违规行为的，则取消该作品参赛资格，并予以通报。

Article 21 A 15-day publicity period is set up through the preliminary review works. If a complaint or objection is received, the Secretariat of the Contest Committee shall organize an investigation and report to the Contest Committee for discussing. If there are illegal behaviors are confirmed in the investigation, the qualification of the works will be cancelled and it will be notified.

第二十二条竞赛承办单位可以节能减排竞赛委员会的名义寻求赞助和冠名，经主办单位审核后，方可实施。

Article 22 The undertaker of contest may seek sponsorship and title in the name of the Energy Saving & Emission Reduction Committee, which can be implemented after the audit of the organizer.

第二十三条为了补充竞赛所需经费，参加全国竞赛作品的作者所在学校应交纳一定数额的参赛费。

Article 23 In order to supplement the funds required by the contest, the school where the author of the works in the national contest shall pay a certain amount of entry fees.

第二十四条竞赛要提倡节约，体现节能减排精神。

Article 24 The contest shall promote saving and reflect the spirit of Energy Saving & Emission Reduction.

第二十五条本章程未尽事宜，由节能减排竞赛委员会负责解释。

Article 25 The unaccomplished matters in the Articles of Association shall be interpreted by the Energy Saving & Emission Reduction Committee.

第二十六条本章程自节能减排竞赛委员会审议通过之日起生效，解释权归竞赛委员会。

Article 26 The Articles of Association shall come into force on the date of examination and approval by the Energy Saving & Emission Reduction Committee, and the Competition Committee shall have the power of interpretation.
